Harbourmaster, Port of Rotterdam, Netherlands

The Harbourmaster of the port of Rotterdam has many duties; providing ships’ clearance, safe and efficient handling of vessel traffic, maintaining port security and carry out inspections. In this respect he is the local authority where legally required notifications from shipping are sent to, and who actually works with the data of these notifications. In 1992 the Harbourmaster established a European user group for harmonizing and standardizing the electronic Dangerous Goods notification for port authorities, based on IMO/FAL requirements (IFTDGN). The voluntary co-operation between its members resulted into the establishment of the PROTECT-group, currently part of IPCSA, maintaining strong relations with SMDG, EMSA, ESPO and world-wide recognized by IMO/FAL and UN/EDIFACT.
