SEGUCE RDC, Republic of Congo

Société d’Exploitation du Guichet Unique du Commerce Extérieur de la République Démocratique du Congo (SEGUCE RDC)

In October 2013, the Democratic Republic of the Congo awarded a concession to the consortium Bureau Veritas BIVAC/Soget to design, implement and operate the Integral Single Window for foreign trade. The system has been designed to handle all movements of goods whatever the mode of transport, import and export, transit or transhipment. 8 corridors are covered.

It streamlines procedures, avoids redundancy and connects to other business interfaces such as ASYCUDA. An innovative billing system which improves the efficiency of costs and taxes monitoring, is a key component of the Single Window system. Indeed all payments and transactions are listed on a Single Pay Slip

The single window manages:

  • Call management
  • Announcement of Import – Export freight and transshipment
  • Management of freight movements
  • Support for Customs officials (targeting, data for risk management analysis, tracking of manifest amendments, house manifests, warehouse inventory),
  • Border control
  • Intermodal management (truck, logistic zones, air)
  • Real-Time follow-up activities (statistics, track and trace functionalities, etc.)
  • Custom developed functionalities
  • Single point of invoice
  • Freight exchange
  • Covered traffics: container, bulk, roll on roll off, break bulk
